MuAN has taken leadership in joint coordination with other Local Government Associations; Association of District Development Committees in Nepal (ADDCN) and National Association of VDCs In Nepal (NAVIN) to conduct a national level study on local government structures in the federal system of Nepal. This study aims to provide suggestion to the “High Level Commission on Restructuring of State”, as provisioned in interim constitution and provide feedback to the Constitution Assembly (CA) regarding proposed constitutional provision on local government. In this backdrop, LGAs are conducting the study along with advocacy and lobbying on this valid issue within eight thematic study areas involving 23 experts of multidisciplinary fields. This study attempts to come up with various proposed models on framework of various tiers of governments under the new federal system with the analysis of the past and present state structures (Legislative, Executive and Judiciary) adopted by Nepal with the consideration of efficiency in governance and the identity of various ethnic groups. More over it is also expected that study will propose a new administrative structures to be adopted for various tiers of Governments together with mechanisms for the Capacity Building of the Local Government Units. All thematic groups have already prepared the first draft of the study and are preparing the second draft. Until now series of meeting and discussion have taken place with panel of national and international experts namely, two round Interaction with Swiss federalism experts (12th may and 22nd July, 2008, groupwise (all 8 group) interaction with German Federalism expert Prof. Illy and Secretariat member of MuAN. (28-31 July, 08, MuAN Office), disseminative and interactive workshop with national level experts and stakeholders. (30th August, 08 at Everest Hotel, Kathmandu ),one day Joint Interaction with all experts (all groups), secretariat member of MuAN and others experts (1st August, 2008 at Dhulikhel), interaction on fiscal and economic restructuring study report with concerned experts and German Experts Alexander Wegener. (11th August, 08, MuAN Office) The study will conclude collecting feedback from national workshop followed by the national level dissemination through national local government conference.
