Workshop on The Issue of Local Government in Interim Constitution and Restructuring of Local Governments
A 2-day workshop on "The issue of local government in interim constitution and restructuring of local governments" was organized at Local Development Training Academy on 16th-17th of Ashad. It was jointly organized by MuAN (Municipal Association of Nepal), ADDCN (Association of District Development Committees of Nepal, NAVIN (National Association of Village Development in Nepal) and IGD (Institute of Governance and Development). The objectives of the program were: ? To set a common understanding on the arrangements of local self government in interim government. ? To initiate a discussion on future structure, work, responsibility and authority of local self government. ? To assess the achievements and flaws of self governance and to develop a common understanding and recognition.
Hon. Minister for Local Development, Rajendra Prasad Pandey was invited as Chief Guest on this program and was conducted under the Chairmanship of Mr. Krishna Prasad Sapkota, Chairperson of ADDCN. On this program Mr. Dor Mani Paudel, Chairperson of MuAN delivered the welcome remarks and highlighted on the objectives of the program. Mr. Sapkota presented a concept paper on The Issue of Local Government in Interim Constitution and Restructuring of Local Governments. This followed an open floor discussion. Groups were formed for the logical discussion on this issue after the lunch break. The next day followed the group discussion and presentation on conclusions derived from group discussion.
In this program, all of the working committee members of MuAN, ADDCN and NAVIN were present. Various civil society organizations working in local government and decentralization, and the political parties' representatives provided suggestions on the paper. The draft for the provision on "Interim Constitution for Local Governments" under the spirit of local autonomy has been recommended by this workshop. Similarly, the campaign among the local bodies on this issue has been proposed in the future. MuAN wants to request all donor agencies to join hands on this campaign.
