Objectives
Within the priority area " Civil society and Local governance" of bilateral cooperation between Nepal and Germany udle supports the decentralized urban/municipal management and development system and its main actors (municipalities, MLD, MuAN and TDF ) It encourage the municipal administration and the government agencies responsible for urban development to make greater use of the services of established private, municipal or central advisory agencies.
Major Areas of Support
Organisation development and human resource development, resource mobilization and financial management, urban and periodic/physical planning, urban hygiene and environment education/waste reduction, conservation and development and the financial and technical assistance to municipalities for implementing grant and loan projects via TDF.

Working Area
Intensive support to 5 focus municipalities (Dharan, Hetauda, Butwal, Nepalgunj and Dhangadi), support to other municipalities, through the focus focus municipalities, Regional learning centres and the Town Development Fund. Conservation and development support in historic cities of the valley. Support to all municipalities through HMG/MLD on strengthening decentralization frame work municipal/urban governance.
Process of Programme Implementation
Providing mainly advisory support services through its mobile task forces comprising different disciplines such as, organisation development, financial management, urban planning and urban hygiene and environment education.

Selection Criteria for Working Area: GTZ sector guideline for urban development
Process to Receive Support: Process to receive support for other than 5 focus Municipalities is to request one of the related regional learning centre out of 5 regional learning centres formed in 5 focus municipalities.
